A local State of Emergency has been declared by the Directors of Emergency Services for San Joaquin County. Find further information here including where to report weather-related issues.
The State of Emergency was issued on January 1, 2023 and will expire on January 8th, 2023 unless confirmed and ratified by the Board of Supervisors. The reason for the SOE was due to a lengthy storm–specifically a series of Winter atmospheric rivers–that began on December 28, 2022.

These storms have caused flooding and power outages while the Board of Supervisors was not in session. Levees and water systems have been stressed, and the storm is expected to continue throughout this week.

Report Weather Related Issues
Weather-related issues, such as downed trees and limbs or street light issues, can be reported using the following numbers as apps:
- Tracy – Tracy Public Works: (209) 831-6300 (during business hours) or Tracy Police Department’s non-emergency line: (209) 831-6550 (after hours). Non-urgent issues may also be reported online, through the GoRequest app, or by emailing publicworks@cityoftracy.org

- Manteca – City of Manteca GoGov App: iPhone | Android. Flooding can be reported by calling Manteca Police Departments non-emergency line at (209) ss456-8101.
Sand Bags
- Tracy – Sandbags are available to Tracy residents at the Boyd Service Center, located at 520 Tracy Blvd, Gate #1. There is a self-serve area with a limit of 10 bags. Watch this video if you’re not sure how to use the equipment provided to fill bags.
- Manteca – If you need sand bags to prevent flooding of your home, they are available at 210 E. Wetmore Street in the Southeast parking lot. (This is a self-serve station at no cost to residents).
- Lathrop – Fill Free Sandbags at Seventh and L street (15685 7th street / adjacent to skate park) City of Lathrop residents may fill up sandbags, which are available at the corner of Seventh and L street (15685 7th Street / adjacent to skate park). Please note that the bags and sand are available for “self-fill.” Fill bags one-half to two-thirds full. Bags should lie fairly flat when filed. Overfilled bags are too firm and do not nestle into one another. Bags packed too tight make for a leaky sandbag wall.
- Thorton Fire – Sandbags are available at 12449 W. Walnut Grove Rd Thornton.
- Stockton – Free sandbags are available for Stockton residents at two locations: (Bags and sand are self-fill, self-service. Bring your own shovel.)
- Oak Park Little League parking lot: 3545 Alvarado Avenue, 95204
- (Former) Van Buskirk Golf Course: 1740 Houston Avenue, 95206 @ S. Fresno Avenue
- Lodi – A self-serve sandbag station (for Lodi Residents) open Jan 3 from 4-10pm at the West end of Century Blvd. at Stockton St. (just North of Salas Park). Staff will be checking ID’s to verify Lodi residency. Maximum 10 bags per vehicle (bags provided). Check The City of Lodi Facebook for additional sandbag station hours each day.
