Former SUSD President Angel Ann Flores arrested for theft of public funds

Rumors of mismanagement of public funds from the Stockton Unified School District have been circulating the community for years. The San Joaquin County Sheriff’s Office recently investigated these rumors and presented them to the San Joaquin Country District Attorney. The DA looked over these facts and determined Angel Ann Flores should be arrested on four felony charges:

  • Penal Code 424(a)(1) Theft of public funds (Felony) by using her credit card to purchase fuel and food for her personal gain.
  • Penal Code 487(a) Grand Theft of money (Felony) exceeding nine hundred fifty dollars ($950)
  • Penal Code 504 Embezzlement by a public official (Felony) via use of her credit card.
  • Penal Code 550(a)(1) Insurance Fraud (Felony) for knowingly filing a false insurance claim as a result of a non-SUSD-related vehicle accident.

The Sheriff’s Office stated that they had analyzed all seven SUSD trustees’ district credit card usage, and discovered Angel Ann Flores intentionally used her district credit card for personal gain during the calendar year of 2023. District credit card usage by other trustees was in “substantial compliance” with the policy of the Stockton Unified School District, according to the San Joaquin County Sheriff’s Department.

Mrs. Flores was apprehended without incident shortly after leaving her job at the charter school at the 2500 block of West Lane. The arrest took place near the intersection of West Lane and Alpine Ave and was conducted in a professional manner.
